ANIMAL NOISE COMPLAINTS

IMPORTANT NOTE

THIS FORM IS NOT APPROVED FOR USE BY RESIDENTS OF THOUSAND OAKS.  TO RECEIVE A BARKING DOG COMPLAINT FORM FOR CASES IN THE CITY OF THOUSAND OAKS, PLEASE CONTACT THE AGOURA HILLS ANIMAL SHELTER AT (818) 706-5898 OR THE THOUSAND OAKS CITY HALL AT (805) 449-2446.

Our agency, the Los Angeles County Department of Animal Care and Control, will accept and process animal noise complaints-including barking dog abatement complaints-ONLY from residents of our service area.

We serve all the unincorporated (non-city) areas of Los Angeles County, plus 50 incorporated cities in the County.

To find out if we serve your city or community, please check the Pet Licensing menu on our homepage. Click on Licensing Fees and review the Licensing Fee Lookup feature.

If you do not see your city on that list, you should contact the city clerk of the city where you live to find out what animal control agency serves your area.

If our agency does not serve your city, we cannot accept your complaint request. Our agency does not have the legal authority to conduct animal noise abatement proceedings outside our service area.

Animal noise complaints must be submitted, either by writing a letter to the County animal shelter that serves the area where you live or by filling in the on-line form in this menu. Please note that we will not accept or process anonymous or false name complaints.

INSTRUCTIONS: We know that untimely animal noises such as dogs barking late at night or roosters crowing at or after dawn can be annoying and disrupt the peace and tranquillity of residential neighborhoods. We need your help to solve those problems.

Please complete all the requested information below. Incomplete or inaccurate forms will be returned to you, delaying the resolution of the problem.

Filing this complaint begins a formal proceeding against the owner(s) of the animal(s). If necessary, an unresolved complaint will be turned over to the city attorney of the city where the problem exists or the District Attorney for possible prosecution.

You and anyone else affected by the animal noise problem, may be called to testify in any subsequent city attorney or District Attorney hearing on this matter.

Please provide a summary of the situation. Your complaint should describe the circumstances and nature of the animal noise (for example, the dog barks continually at night, interrupting sleep or disturbing the tranquility of the neighborhood):


Please re-read your complaint to verify the accuracy and completeness of the information in it.

After your complaint has been sent to our agency, it will be assigned to the shelter that serves the city or community where you live. The owner(s) and the animal(s) causing the noise problem will be mailed a Noise Abatement Complaint Notification letter. That letter, which does not identify you as the complaining party, informs the owner(s) an animal noise complaint has been filed about their animal(s) and gives them seven days in which to solve the problem.

The letter also contains helpful information on how to solve animal noise problems such as barking dogs. You, as the complaining party, will be sent a confirmation letter. That letter will include instructions about the next steps that need to be taken if the Noise Abatement Complaint Notification letter does not resolve the problem.
