North/South exit the Long Beach 710 Freeway at Imperial. The Animal Care Center is located on Garfield Avenue, one block south of Imperial, east of the Long Beach freeway. East/West exit the 105 Freeway at Garfield, head north on Garfield to the Animal Care Center.

Services include adoptions, lost and found, licensing your pet, and general pet assistance.
Sundays and Holidays
Limited services.
The animal care centers will be closed for public viewing. The ACCs will continue to admit stray animals to protect animal and public safety, reunite lost pets with their families, and process Adoption Partner placements.
Animal Care Center Manager
Joseph Navarrete is currently the Interim Manager for the Downey Animal Care Center. He began his career as an Animal Care Attendant in 2009 at the Baldwin Park Animal Care Center and has been promoted through the ranks. As an Animal Control Officer, he enjoyed working in the field, helping the people and animals that he encountered. Over his years of service, he strived to “be a voice for the animals”. He is also a member of the Departmental Animal Response Team (DART).
Joseph holds a Bachelor of Science in General Engineering Degree from Cal State Los Angeles, which helped develop his skills in problem solving and innovation. Before joining the Department of Animal Care and Control he worked for a motorcycle company in Big Bear Lake, California. Living there he developed a love for nature and wildlife as an amateur photographer and artist. He has always had pets in his life. In 2016 he adopted his family’s current pet “Blue” a 7-year-old, tan, Husky mix. During Joseph’s free time he enjoys spending time with his family, trips to Disneyland, and restoring classic cars.
Animal Care Center Veterinarian
Dr. I-Shun Chen has been a veterinarian with Los Angeles Department of Animal Care and Control since 2010. After spending eight years in a private practice hospital for small animals in Las Vegas, he decided to pursue an internship at Iowa State University for Emergency Medicine/Critical Care, before moving to Los Angeles in 2008. Dr. Chen obtained his DVM from Tuskegee University in 1999. Dr. Chen is currently a member of the American Veterinary Medical Association.
Dr. Chen has an enthusiastic attitude towards surgery related cases that will help to improve quality of life. Each animal is different and there is always some variance in their degree of challenge that makes the job worthwhile. Dr. Chen is originally from Taiwan. He enjoys playing golf and spending time with his wife and three children Emily, Bryan, and Peter. He has a one eye dog named Snowball and a guppy named Red.
Note: The Downey Animal Care Center does not provide service to the City of Downey. SEACCA (Southeast Area Animal Control Authority) provides service to this area.
