Exit the 605 Freeway at Ramona. The Animal Care Center is located off of Ramona, between Maine and Puente Avenues.

Monday – Saturday
11:00am to 5:00pm
Services include adoptions, lost and found, licensing your pet, and general pet assistance.

Sundays and Holidays

Limited services.
The animal care centers will be closed for public viewing. The ACCs will continue to admit stray animals to protect animal and public safety, reunite lost pets with their families, and process Adoption Partner placements.

Javier Gutierrez

Animal Care Center Manager

Javier Gutierrez is currently the Manager for the Baldwin Park Animal Care Center. He began his career as an Animal Shelter Aide in 1998 at the Carson Gardena Animal Care Center. During his tenure, Javier has served at a variety of locations and roles for the department. Prior to becoming an Animal Control Manager in 2015, Javier oversaw the operations of both North and South County Communication Centers. In 2006, Javier was trained to become part of the Department Animal Response Team (DART) which works in collaboration with the County of Los Angeles Fire Department’s Urban Search and Rescue Team.Javier holds an Associate Degree in History from Cerritos College and is a member of the Los Angeles County Management Council. He likes to stay active in the community by volunteering his time as a youth football and cheer coach. He enjoys working with the kids and seeing them develop and grow in their academics, becoming future leaders in their communities as athletes. His family enjoys the company of a Pomeranian/Chihuahua mix named Sophie that he adopted from the care center in 2007.

Dr. Emmanuel Velo

Animal Care Center Veterinarian

Dr. Emmanuel Velo

Dr. Emmanuel Velo has been a veterinarian for the County of Los Angeles Department of Animal Care and Control since 2005. In his career at DACC, he has worked at different care centers and is part of several departmental committees to improve service to the animals and public.

Dr. Velo has a D.V.M. from the University of the Philippines and completed his clinical year rotation at Purdue University. Emmanuel Velo is a member of California Veterinary Medical Association (CVMA), Southern California Veterinary Medical Association (SCVMA), and Southern California Filipino Veterinary Medical Association (SCFVMA).

Dr. Velo is dedicated to improving animal welfare and the animal sheltering industry.

In his spare time, Dr. Velo enjoys traveling and going to concerts with family. He has two dogs named Ellie and Woody and a bird named Floyd.
