Administrative Citation

A “Notice of Violation and Administrative Fine,” commonly known as an administrative citation, is an alternative enforcement tool that may be used instead of a criminal citation for specified violations of Los Angeles County Code (LACC).

The sections subject to enforcement by administrative citation are:

  • *LACC §10.20.030: License — Required — Fees and Other Charges;
  • LACC §10.28.060: License — Required for Certain Activities and Animals — Certain Animals;
  • LACC §10.20.180: Tag to be Worn by Animal;
  • *LACC §10.20.185: Microchipping of Dogs and Cats Required;
  • *LACC §10.20.220: Vaccination Requirements;
  • *LACC §10.20.350: Mandatory Spaying and Neutering of Dogs and Cats;
  • LACC §10.32.010: Dog at Large; or
  • LACC §10.38.010: Keeping of Roosters;
  • LACC §10.40.060: Excessive Animal Noise

*Correctable violations

Any party who has been served with a Notice of Violation and Administrative Fine (Administrative Citation) may request an administrative hearing to contest the imposition and/or the amount of the administrative fine. A Request for Administrative Hearing must be filed within thirty (30) calendar days following service of the citation and (the deposit equal to the full amount of the administrative fine) must be paid.
